Home rebuilds and renovations in Syosset

Old estates, newer subdivisions

Across the Town of Oyster Bay, the world wars turned farmland into business sites, factories and housing, and Syosset took in the former hamlet of Locust Grove for the 1990 census. Muttontown incorporated in 1931, and King Zog of Albania bought its Knollwood Estate in 1951. Laurel Hollow, incorporated in 1926 as Lauralton, took its present name in 1935. Nassau County’s hazard plans report large Muttontown parcels being divided into subdivisions, and steady renovation and new home construction in Laurel Hollow.

Census figures for Syosset and the two villages put the median year built at 1962, and just over half of homes predate 1960. Owners here weigh remodeling an older house against starting over with a new one.

How a project works in Syosset

Hamlet or village decides the office

Syosset itself is an unincorporated hamlet, so its permits come from the Town of Oyster Bay’s Department of Planning and Development. Muttontown and Laurel Hollow are incorporated villages, and each has its own building department. In Muttontown, any application with exterior work also goes to the Site and Architectural Review Board.

Village rules to know

Muttontown’s Site and Architectural Review Board looks at every Building Department application that includes exterior work. For a new house, the submission includes surveys, site plans, a colored landscape plan, sealed design plans, a material sample board and photos of neighboring houses within 1,000 feet. The village’s tree policy requires a permit to cut private trees over 21 inches in circumference, while its FAQ says an application is needed for all trees and that tree permits expire three months after issue.

Laurel Hollow posts its own Demolition Permit Requirements and a Slope and/or Wetland Permit. The county hazard plan names the Cold Spring Harbor shoreline in Laurel Hollow as flood-prone, and a ravine along Mill River Road and Brookville Road in Muttontown is prone to flooding as well.
