Home rebuilds and renovations in Glen Cove
Gold Coast estates, then postwar streets
Glen Cove grew from a purchase of about 2,000 acres in 1668; the settlement was called Musketa Cove until it took its present name in 1834. Industrial families such as the Pratts built Gold Coast estates along the waterfront, and after World War II new residential streets replaced the pastures and farms. The waterfront is changing again: Garvies Point, The Villas and One Village Square add over 1,000 apartments between them.
Census figures put the median year built at 1960, with about half the city’s homes older than that. Owners of those houses tend to choose between a full renovation and starting over.
How a project works in Glen Cove
A city, not a Town hamlet
Glen Cove left the Town of Oyster Bay in 1918 to become an independent city, one of two in Nassau County, so permits here come from the City rather than the Town. The City of Glen Cove Building Department issues building permits under the City Code’s zoning and building chapters, and an application becomes a permit once the red approval stamp is on it. Erosion and sediment controls go in and are inspected before construction begins.

Glen Cove trees, work hours and the waterfront
City rules to know
Glen Cove protects trees on private property. Under Local Law 04-2017 (City Code Chapter 263), removing a tree eight inches or more in diameter at breast height takes approval and a tree removal permit from the Department of Public Works, and the law singles out specimen trees: large hardwoods from 30 inches, large softwoods from 36 and ornamentals from 8. The City’s permit application also limits construction to 7 am to 6 pm on weekdays, with no start before 9 am on Saturdays.
Near the water, the County hazard plan names the land around Glen Cove Creek, by Crescent Beach and at Pryibil’s Beach as flood-prone, and says Garvies Point is being built almost entirely in the 100-year floodplain. The City’s flood ordinance is Chapter 154.

Who issues demolition permits in Glen Cove?
The City of Glen Cove Building Department, which issues the city’s building permits. Glen Cove is an independent city, so Town of Oyster Bay offices don’t cover its addresses. Ask the department for its current demolition requirements before work is scheduled. City Building Department
Is a permit needed to cut down a tree in Glen Cove?
For a tree on private property eight inches or more in diameter at breast height, yes: the City’s 2017 tree law calls for approval and a removal permit from the Department of Public Works. Specimen trees are defined separately. Local Law 04-2017 (PDF)
What hours can construction run in Glen Cove?
The City’s building permit application says construction, alteration and repair work can’t start before 7 am or continue past 6 pm on weekdays, and can’t start before 9 am on Saturdays. Building permit application (PDF)
Which parts of Glen Cove flood?
The County hazard plan lists the low-lying land by Long Island Sound: around Glen Cove Creek, next to Crescent Beach and at Pryibil’s Beach, plus the low stretch of Sea Cliff Avenue in storms. The City’s Building Director handles floodplain management. County hazard plan: Glen Cove (PDF)
Does Glen Cove have landmark rules?
Glen Cove has a Landmark Preservation Commission, and in 2022 the City Council overhauled its landmark preservation code to line it up with New York State historic preservation standards. Check with the City whether an address is a landmark before planning exterior work.
What do Glen Cove building plans need?
The City asks for two sets of construction drawings signed and sealed by a licensed architect or engineer, plus a PDF copy, and its application asks whether the property is in a flood zone. Erosion and sediment controls are inspected before work begins. Building permit application (PDF)
