Home renovations and rebuilds in Locust Valley
A station village between the old estates
The hamlet took the name Locust Valley in 1856, after its locust trees. A commercial center grew up around the railroad station, and its shops served the big Gold Coast estates nearby. Matinecock’s own history says the area’s Quaker farms gave way to large country houses and estates after the turn of the century, and the village is still mainly residential.
Census figures put the median year built at 1950, and about two in three homes went up before 1960. Matinecock has seen some new single-family houses in recent years, while in Lattingtown only vacant land is open to new development, so for most older houses here the decision is renovate or replace.
How a project works in Locust Valley
Hamlet or village: it changes the office
Locust Valley itself is an unincorporated hamlet, so the Town of Oyster Bay’s Building Division, within its Department of Planning and Development, processes building permits there. Lattingtown handles its own building and planning matters through a Building Supervisor, and Matinecock’s Building Department at 147 Forest Avenue takes that village’s permit filings. Before plans are drawn, confirm which of the three the address falls in.

Locust Valley trees, grading and demolition forms
Trees and grading come first
Trees and grading get close attention here. In the hamlet, private-property tree removal goes through the Town’s Chapter 225 tree application, and the building application has to carry a copy of that tree permit. Matinecock wants any tree to be removed shown on the plan and kept standing until a building permit issues; its checklist also asks for grading and run-off computations, with no run-off onto the next property. Lattingtown’s Planning Board reviews tree removal and grading plans.
For a Town demolition in the hamlet, the Town wants letters showing every utility and any cesspool disconnected, the sewer district’s permit for disconnecting the sewer, a county rodent inspection (it lapses after ten days), proof of asbestos certification and security posted before the permit issues.
