Home rebuilds and renovations in Oceanside

Houses built on marshland in the 1950s

Oceanside took its current name in 1918 and spread south over swamp and marsh through the 1900s. It was part of the post-World War II housing boom: about 18,000 people lived there in 1950, and from 1951 to 1957, 3,400 houses were built on vacant lots and hundreds of acres of marshland.

Census figures put Oceanside’s median year built at 1956, with a little under two in three homes built before 1960. Owners of these houses often weigh a renovation against a knockdown and a new house built to today’s flood rules.

How a project works in Oceanside

Town permits, Town flood rules

Oceanside is an unincorporated hamlet of the Town of Hempstead, so building and demolition permits come from the Town’s Department of Buildings and are filed through its Online Permit Center. In flood hazard areas the Town’s flood rules shape the design as well, starting with a design flood elevation set two feet above the base flood elevation.

Oceanside flood rules: damage, elevation and height

Building to the flood rules

The Town of Hempstead says a substantially damaged building, one whose repairs reach 50% or more of its pre-disaster value, must fully comply with New York State and FEMA construction guidelines to get a certificate of occupancy, which may include raising the dwelling. It defines substantial improvement separately, as work worth 50% or more of the building’s market value. In 2018 the Herald reported Oceanside homeowners being told, more than five years after Sandy, that substantially damaged homes had to be elevated.

Where raising a house runs into height limits, Section 352 of the Building Zone Ordinance allows a waiver only if it is necessary to meet FEMA and flood insurance rules, and then for no more than two habitable floor levels above the design flood elevation. The County’s hazard plan also proposes raising roadways in Oceanside.

Who issues demolition permits in Oceanside?

Because Oceanside is a hamlet and not a village, demolition permits come from the Town of Hempstead Department of Buildings, One Washington Street, Hempstead. Applications go through the Town’s Online Permit Center, and its October 2025 instructions set out what to file. Town Department of Buildings

Does a flood-damaged Oceanside house have to be raised?

The Town ties it to substantial damage: when repairs reach 50% or more of the building’s pre-disaster value, the Town says the house must meet state and FEMA guidelines for a certificate of occupancy, and that may include raising it. Town disaster information

What flood projects does the County plan list for Oceanside?

Road elevation on Harold Street and Moreland Avenue, the Carrel Boulevard area and Royal Avenue; drainage projects; bulkheads at Royal Avenue, Golf Drive, West Waukena Avenue, Murdoch Avenue and Oceanlea Drive; and revetment at Oceanside Park on Garrett’s Lead. Town of Hempstead hazard plan annex

What is the design flood elevation in Oceanside?

In flood hazard areas, the Town of Hempstead sets it at the base flood elevation plus two feet of freeboard. Whether a given lot sits in one depends on the flood map, so check the address on FEMA’s map before design starts. Town disaster information

When were most Oceanside houses built?

A large share went up in the 1950s: 3,400 houses were built between 1951 and 1957 on vacant lots and former marshland. Census figures put the hamlet’s median year built at 1956.

Can ZDE take down a house and build the new one?

Yes. Knockdown and rebuild is one of ZDE’s services, so the demolition, the excavation, the new foundation and the house itself sit with one owner-run builder and one written contract.
