Home rebuilds and renovations in Baldwin

Hick's Neck, Milburn, then Sunrise Highway

The Baldwin Historical Society traces the area to the 1640s settlement of Hick’s Neck, now Baldwin Harbor. The South Side Rail Road reached Milburn, an older name for the place, in 1866, and in the early 1900s the hamlet began to fill with newcomers. Settlement grew again after Sunrise Highway was built in 1927, and by 1939 Baldwin was the largest unincorporated village in the state, a title Levittown held by 1960. Housing developments eventually covered land that once supported fishing and clamming.

Census figures for Baldwin and South Hempstead put the median year built at 1949, with about three in four homes older than 1960. Houses of that vintage usually come down to a choice between a full renovation and a new house on the same lot.

How a project works in Baldwin

Two hamlets, one Town office

Baldwin and South Hempstead are unincorporated, and neither is on the Town of Hempstead’s list of villages. That makes the Town’s Department of Buildings the permit office for both, with applications made online. The Town has also adopted a Baldwin zoning overlay district aimed at downtown redevelopment, which the County’s hazard plan cites as the Town’s community development plan.

Baldwin teardowns: sewer, water and tank paperwork

Disconnects, voids and tanks

For a house tied into the sewer, the Town of Hempstead’s demolition instructions call for a Nassau County Sewer Permit, a Road Opening Permit and a Town plumbing permit for the disconnection, and the water supplier has to confirm the water is shut off. The plumbing permit is obtained first, before the building permit application is filed.

A notarized voids affidavit commits to filling cellars, underground walls and other voids with clean fill, and to pulling any buried storage tank as soon as the house is down. Nassau County Health then verifies the tank removal, or a letter confirms there was no tank.
