Rebuilding and renovating homes in Freeport

Summer homes, canals and a postwar suburb

John J. Randall and William G. Miller arrived in the 1880s, bought farmland and marsh, and developed it for summer homes. The Woodcleft section opened for building in 1890, and their firm dredged the Woodcleft Canal around 1897. The Southside Railroad, running since 1868, helped the village grow, and after World War II Freeport settled into a bedroom community.

Census figures put the median year built at 1953, and close to two in three homes were built before 1960. The village’s hazard plan says a large part of Freeport is built in flood-prone areas, so the flood rules weigh on any choice between renovating and rebuilding.

How a project works in Freeport

Filed online with the village

Freeport is an incorporated village in the Town of Hempstead with its own Building Department at 46 North Ocean Avenue, and it requires a permit for all construction, plumbing and electrical work. Every filing goes through the village’s OpenGov portal. Structural work needs an application with two sets of signed and sealed architectural drawings. The village also has a Site Plan Review Board, which meets in the same Municipal Building.

Freeport flood zones and rebuilding

Four feet above base flood

The village’s Flood Management page points to a 2009 Flood Zone Map of the section FEMA designates a special flood hazard area, and warns that storm surge in a major storm could bring floodwater above Sunrise Highway. It also states the 50% rule: improvements worth half the building’s market value or more bring in new-construction standards, and a home whose repairs reach half its pre-damage value must be elevated above the base flood elevation.

Freeport’s 2020 hazard mitigation plan says Chapter 87 was amended in 2014 so that new, substantially improved and substantially damaged buildings in the flood zone have the lowest floor and all utilities at least 4 feet above base flood elevation, with a notarized Non-Conversion Agreement before the permit issues. The Building Department also publishes a technical bulletin on counting stories in elevated one- and two-family homes.
