Home rebuilds and renovations in Elmont
Belmont Park, then the postwar Capes
Elmont turned a corner when Belmont Park opened in 1905: its farms were sold and divided up for houses. A much larger wave came after World War II, when suburban tract homes spread across the hamlet. Many are variations on the Cape Cod with a brick-veneer ground floor, especially around Dutch Broadway.
Census figures put the median year built at 1952, and nearly three in four homes predate 1960. For a brick-front Cape of that age, owners compare a full interior remodel with clearing the lot for a new house.
How a project works in Elmont
A hamlet that never became a village
Elmont has tried more than once to incorporate as a village and has not managed it, so it remains an unincorporated hamlet in the northwest part of the Town of Hempstead. Building permits and forms come from the Town’s Department of Buildings through its Online Permit Center, and the Town’s Board of Appeals handles variance requests.

Demolition in Elmont: what the Town and County ask for
Before the first wall comes down
Elmont teardowns follow the Town of Hempstead’s demolition instructions from October 2025. The sewer and water disconnect needs its own plumbing permit, issued before the building permit application, and the packet also asks for a recent survey and plot plan, letters from PSEG and National Grid, a copy of the 811 ticket, an asbestos affidavit and a Nassau County extermination certificate.
The County’s Department of Health inspects the property and issues a rodent-free certificate, and the house must sit undisturbed until it does. The County then allows ten days from that inspection for the demolition to begin.

Who issues demolition permits in Elmont?
The Town of Hempstead Department of Buildings, on the second floor of One Washington Street in Hempstead. Elmont has no village government of its own, so the Town is the issuing office, and it handles applications through its Online Permit Center. Town Building Department
Is Elmont an incorporated village?
No. Elmont is an unincorporated hamlet and census-designated place in the Town of Hempstead. Efforts to make it a village have failed several times, which is why Town offices, not a village hall, deal with its building permits and variance hearings.
What kind of houses were built in Elmont after the war?
Suburban tract houses, built in large numbers after World War II. Many follow the Cape Cod pattern with a brick-veneer first floor, and the Dutch Broadway area has a concentration of them. Elmont’s Census median year built is 1952.
What is the rodent-free certificate?
A Nassau County Department of Health certificate issued after an inspection of the property. It goes to the local building department as part of the demolition permit process, and the County says work must begin within ten days of the inspection. Nassau County demolition permits
Which affidavits does the Town's demolition packet include?
The October 2025 instructions call for an asbestos affidavit from a licensed inspector, a voids affidavit and a tree-preservation affidavit, along with the disconnect permit, survey, utility letters and the County extermination certificate. Town demolition instructions (PDF)
Who decides on a variance for an Elmont house?
The Town of Hempstead Board of Appeals. It hears variance and special-exception cases at official public hearings, mainly reviews Department of Buildings actions under the Town’s Building Zone Ordinance, and issues formal written decisions. Board of Appeals
