Home rebuilds and renovations in Franklin Square

From farm fields to postwar streets

Franklin Square was grazing land first and farmland after that. Then the postwar surge of suburban building reached it, and by 1952 every farm had given way to newly built houses.

Census figures put the median year built at 1954, and more than three in four homes here went up before 1960. The hamlet counts about 8,100 owner-occupied homes. With houses of that vintage, the choice is often between updating what stands and taking it down for something new.

How a project works in Franklin Square

No village hall, so the Town decides

Franklin Square has no village government. It sits in the Town of Hempstead’s 3rd council district, so permits and building forms go to the Town’s Department of Buildings at One Washington Street in Hempstead, by way of its Online Permit Center. A request for a variance or a special exception is heard by the Town’s Board of Appeals.

The Town's demolition papers

For a house coming down, the Town of Hempstead’s October 2025 demolition instructions start with a plumbing permit for the sewer and water disconnect, filed ahead of the building permit. They go on to list a recent survey with a plot plan, PSEG and National Grid disconnect letters, an 811 ticket, an asbestos affidavit from a licensed inspector, and affidavits covering voids and tree preservation.

Nassau County’s Department of Health supplies the rodent-free certificate, which is then handed to the building department as part of the application. Nothing on the lot may be disturbed before that inspection, and the County gives ten days from the inspection date for demolition to get started.
