Home rebuilds and renovations in Floral Park

Seed farms first, then houses

Floral Park’s story starts in 1874, when John Lewis Childs, then 17, came to the area known as East Hinsdale to work for the flower and seed grower C. L. Allen; the village incorporated on October 15, 1908. In 1907 Helen Marsh bought 77 acres of Floral Park gladiola fields to build the model community of Bellerose, whose first home was finished in 1910, and South Floral Park was first developed around 1905.

Census figures put the median year built at 1940, with 84 percent of homes built before 1960. Many of these houses have stood for eighty years or more, so owners weigh new systems inside the old shell against replacing the house outright.

How a project works in Floral Park

Four places, four permit desks

Floral Park, South Floral Park and Bellerose are separate incorporated villages in the Town of Hempstead, and each has its own building department or building inspector; a slice of Floral Park north of Jericho Turnpike lies in the Town of North Hempstead. Bellerose Terrace is an unincorporated hamlet, so its permits go through the Town of Hempstead Department of Buildings. Match the street address to the right desk before anything else.

Floral Park demolition guidelines and village review boards

What Floral Park's guidelines ask for

Floral Park’s demolition guidelines call for a signed, notarized building permit application, a recent survey marking the building that is coming down, and an asbestos survey or removal certification from a NYS Certified Asbestos Inspector. Disconnect letters come from the sewer, water, gas and electric providers, and the Nassau County rodent-free certificate is good for ten days, with the demolition to be finished inside that window. The permit conditions add a building inspection before work starts, an 811 call at least 48 hours before digging, a perimeter construction fence and dust and erosion controls.

Review boards differ from village to village. Floral Park’s Architectural & Preliminary Site Plan Review Board meets monthly, and some projects need its approval before a permit issues. In Bellerose, the Building Inspector may send exterior work or a demolition to the village’s Architectural Review Committee.

Who issues demolition permits in Floral Park?

Bellerose Terrace, a hamlet, files with the Town of Hempstead Department of Buildings. Floral Park Building Department

What do Floral Park's demolition guidelines ask for?

A notarized permit application, a recent survey showing the building to be removed, asbestos clearance from a NYS Certified Asbestos Inspector, utility disconnect letters and a Nassau County rodent-free certificate, then a building inspection before the work begins. Demolition permit guidelines (PDF)

Does a demolition in Bellerose need its own permit?

Yes. Village Code 68-30 calls for a permit to demolish a building. The applicant shows the Building Inspector that the utilities were notified in writing to disconnect and seal their lines, and work waits until they are certified disconnected. Bellerose building permits

Is there architectural review in Floral Park and Bellerose?

Both villages have it. Floral Park’s Architectural & Preliminary Site Plan Review Board meets monthly on Wednesdays with set submission deadlines. In Bellerose, the Building Inspector can refer exterior construction, remodeling or demolition to the Architectural Review Committee; like-for-like window, door and roof replacements are exempt. Which parts of the area flood?

The county hazard mitigation plan names the west end of Floral Park village as its most flood-prone area, and South Floral Park’s annex points to the low ground along Chelsea Street at the bottom of the hill. Floral Park also limits paving on front lawns to hold stormwater. Floral Park hazard mitigation annex (PDF)

Do you work in South Floral Park, Bellerose and Bellerose Terrace?

Yes. ZDE works across Nassau County, including all three villages and the Bellerose Terrace hamlet. Bellerose Terrace falls under the Town of Hempstead’s demolition instructions, which list survey, disconnect, asbestos, extermination and tree-preservation paperwork.
