Home rebuilds and renovations in Old Westbury

Estate country since the Civil War

After the Civil War, wealthy New Yorkers came out to this part of Long Island, and several large estates soon began to rise. Westbury House, in the village, was the home of John Shaffer Phipps, Henry Phipps’ eldest son.

Census figures put the median year built at 1969, and fewer than two in five homes predate 1960. On the older properties, owners balance restoring the house that stands against clearing it and building again.

How a project works in Old Westbury

One village office, applications in person

Old Westbury is an incorporated village spanning the Towns of North Hempstead and Oyster Bay, and its own Building Department handles construction applications, building permits and certificates of occupancy. The village takes applications, detailed plans and surveys together, in person. Any demolition or alteration application is also referred to the Commissioner of Public Works, who decides whether the Board of Historic Review should determine if a landmark is on the property.

Old Westbury demolition, historic review and trees

Before anything comes down

The village’s demolition application asks for more than utility letters. It wants a written reason for the demolition, a statement of what the property will be used for, pictures or a brochure of the house, how long it was offered for sale and any hardship explanation, along with a PSEG termination letter, an asbestos-free letter, a County Health Department rodent-free letter and proof the water is disconnected. If the structure is found to be historical, an application goes to the Board of Historical Review/Trustees, and an approved demolition needs 24 hours’ notice so the village historian can photograph the building.

Trees have a separate permit, and the demolition form asks for its number. The village code’s specimen trees include every oak species, all maples except box elder, and all pines and spruces, among many others. On bigger sites, permit paperwork includes a SWPP form for one acre or more of disturbance, and the water service and meter pit are brought up to village and county requirements before a permit is issued.
