Home rebuilds and renovations in Port Washington
A sand-mining town that turned suburb
Port Washington was an important sand-mining town by the 1870s, and rail service from 1898 set off fast development. Lower Main Street, now in Baxter Estates, became the center, and many of its turn-of-the-century buildings keep their original facades. Port Washington North took in a strip of sand-mine land along Cow Neck Road in 1953, Colonial Sand sold large tracts to developers from 1957, and the first section of Soundview Village was approved in 1959. The sand mines themselves were redeveloped as the Harbor Links golf course in 1998.
Census figures put the median year built at 1959, with about half the homes built before 1960. Whichever side of that line a house falls on, the question is the same: renovate it, or take it down and build again.
How a project works in Port Washington
Three villages inside a Town hamlet
A 1912 vote to make Port Washington a village failed by nine votes, so most of it is still unincorporated and files with the Town of North Hempstead Buildings Department through MyToNH. Three incorporated villages within the community run their own building departments: Port Washington North, Baxter Estates at 315 Main Street, and Manorhaven at 33 Manorhaven Boulevard. They all use 11050 addresses, so the mailing address won’t tell you which office reviews the work.

Port Washington demolition, flood and landmark rules
Manorhaven's checklist and the waterfront
Manorhaven’s building permit packet sets out what a demolition takes: affidavits, a water disconnect and letter of availability, a one-call sheet and an asbestos survey, with an inspection by a licensed asbestos abatement company before the permit issues. Oil tanks, above or below ground, are emptied and removed, and water, gas, sewer and electric lines are disconnected first. The county hazard plan calls Manorhaven a waterfront village where many homes and businesses sit in a flood zone, and the packet asks for a FEMA Elevation Certificate in flood hazard zones and Planning Board approval when fill is brought onto a floodplain site.
History shapes some jobs too. Alterations to Town landmarks and to properties in the Port Washington Heights Historic District come under the Town’s Historic Landmarks Preservation Commission, and Baxter Estates has had its own landmark preservation law since 2003.

What does Manorhaven want before a house comes down?
Its packet lists affidavits, a water disconnect and letter of availability, a one-call sheet, an asbestos survey and a review of the Soil and Erosion Control Sheet. Oil tanks come out and every utility is cut off before demolition starts. Manorhaven building permit packet (PDF)

Is there a historic district in Port Washington?

What do the waterfront villages publish about flooding?
Manorhaven’s annex in the county hazard plan says many of its homes and businesses are in a flood zone, and village engineers make substantial damage determinations after floods. Baxter Estates worked with Nassau County to fund a shoreline study of its beach. Town rules add a dedicated floodplain permit for building in a floodplain anywhere in the unincorporated area. Yes, in different ways. Port Washington North asks for a special permit and follows a policy of planting more trees than are felled, Baxter Estates requires a permit to remove or heavily prune a tree, and the hamlet follows Town Code Section 2-9(T) when a tree goes as part of permitted construction.
