Home rebuilds and renovations in Roslyn
Gold Coast estates, then postwar Levitt sections
The Roslyn area filled in over a century. In the 1800s wealthy New Yorkers put up country estates on the Gold Coast, many in what is now Roslyn Harbor, and East Hills held the Mackay family’s Harbor Hill estate, designed by Stanford White. Around 1908 developer Dean Alvord laid out Roslyn Estates as a planned residential community. After the war, Levitt & Sons built Strathmore in East Hills and the Roslyn Country Club section of Roslyn Heights, on land Old Westbury gave up in 1948. The 217-unit Roslyn Gardens co-op rose in the village in the late 1940s, and Greenvale grew beside the Roslyn Cemetery. From the 1960s, North Hills rezoned big estates for condominiums and cluster homes.
Census figures put the median year built at 1965, and just under half the homes predate 1960. With that spread of ages, one owner here is refreshing a postwar ranch while another is deciding whether an older house should come down.
How a project works in Roslyn
Five villages, five building departments
The Roslyn area belongs to the Town of North Hempstead, apart from small sections of Roslyn Harbor and East Hills and part of Greenvale, which lie in the Town of Oyster Bay. Roslyn, Roslyn Estates, Roslyn Harbor, East Hills and North Hills each keep their own building department, and several add historic or architectural review. Roslyn Heights is a Town hamlet served by the North Hempstead Buildings Department, while Greenvale is split, so the street decides between North Hempstead and Oyster Bay. Before drawings, the address tells you which office reviews the work.

Roslyn historic districts, design review and trees
Review boards to plan around
A good portion of the Village of Roslyn lies in its Historic / Scenic Overlay District, and exterior work on any structure in the Historic District needs the approval of the village’s Historic District Board. The Town’s Historic Landmarks Preservation Commission also refers to a Roslyn Heights Historic District. Elsewhere, design boards sit on a set day: Roslyn Estates’ Architectural Review Board usually on the fourth Wednesday, and North Hills’ board, which reviews the design of proposed houses, on the second Tuesday.
East Hills spells out its paperwork. For a new building or a major alteration, its code asks the Architectural Review Board applicant for a survey no more than two years old, a topographical survey, a grading and drainage plan, and a landscaping plan marking each tree of four inches or more that would come down. For a new house, a licensed surveyor stakes out the building, driveways and curb cuts, and the trees are tagged three weeks or more before the hearing.

Who issues demolition permits in Roslyn?
Roslyn, Roslyn Estates, Roslyn Harbor, East Hills and North Hills each have a building department, and Roslyn Estates and Roslyn Harbor name demolition among the work they permit. Roslyn Heights and the North Hempstead side of Greenvale go to the Town of North Hempstead; Greenvale’s Oyster Bay side to that Town’s Building Division. Village of Roslyn permit procedures
Does Roslyn have a historic district?
Yes. Much of the village falls in the Historic / Scenic Overlay District, and exterior work on a structure in the Historic District goes to the Historic District Board for approval. Separately, the Town’s landmarks commission refers to a Roslyn Heights Historic District. Village permit requirements
What does East Hills want before design review of a new house?
The village code lists a recent survey, a topographical survey, a grading and drainage plan and a landscaping plan showing trees of four inches or more to be removed, nine copies of each. A licensed surveyor stakes the house, driveways and curb cuts, and trees are tagged ahead of the hearing. East Hills ARB requirements
Do I need a permit to remove a tree around Roslyn?
Often, yes. Roslyn Estates and Roslyn Harbor list tree removal among the work that needs a permit. In East Hills, trees the village has ordered replaced must be back before a demolition or building permit issues. In Roslyn Heights, Town Code Section 2-9(T) covers removals tied to a building permit. Town tree rules
Are there flood rules in Roslyn?
The Village of Roslyn’s flood damage prevention code identifies its special flood hazard areas from FEMA flood maps effective September 11, 2009. In coastal V zones, both Roslyn’s and Roslyn Harbor’s codes call for new and substantially improved homes to be raised so the lowest structural member sits two feet or more above base flood elevation. Does excavation or grading need a permit here?
In the Village of Roslyn, excavation, grading and new curb cuts or driveways are on the list of work needing a permit, and footings are inspected before concrete goes in. North Hills asks for a written Board of Trustees permit to dig out or haul away soil, sand or stone, and the Planning Board reviews the request. North Hills excavation code
